Phapros Update Environmental Documents through the Preparation of Environmental Evaluation Documents (DELH)

PT Phapros Tbk has conducted an assessment session for the Environmental Evaluation Document (DELH) on January 21, 2025. The Environmental Evaluation Document or DELH according to PP Number 22 of 2021 is a document evaluating important impacts on the environment for ongoing businesses and/or activities to be used as an instrument for environmental protection and management. The renewal of the preparation of this environmental document is prepared as an effort to adjust the environmental permits owned by PT Phapros Tbk to the existing business activities that take place in accordance with the latest regulation, namely Government Regulation Number 22 of 2021. PT Phapros Tbk previously had an environmental document in the form of UKL-UPL which needed to be adjusted again to the latest company regulations and conditions.

Prior to the implementation of the DELH assessment session, PT Phapros Tbk requested directions to find out the types of documents that needed to be prepared through direct consultation and correspondence. After obtaining directions for document preparation, PT Phapros Tbk then prepared several technical approvals, including technical approval for liquid waste treatment, technical approval for emissions, technical details for the storage of hazardous and toxic waste, and a traffic impact analysis document. This technical approval document is integrated in the issuance of environmental approval as an effort of the initiator in carrying out environmental protection and management and as an integral part of the preparation of environmental documents. The DELH completeness document is then submitted to the Central Java Provincial DLHK for inspection. After the file is complete and in order, the Central Java Provincial DLHK technical team schedules a DELH substance assessment session to be attended by the inspection team and related agencies.

The assessment hearing for the PT Phapros Tbk DELH document was held in the Kalpataru Room of the Central Java Provincial Environment and Forestry Service by inviting an inspection team from Diponegoro University, namely Mr. Dwi P. Sasongko, M.Si, a representative from the Central Java Provincial Environment and Forestry Service, and several other agencies including the Central Java Provincial Energy and Mineral Resources Service, the Central Java Provincial Transportation Service, the Semarang City Spatial Planning Service, the Central Java Provincial Health Service, the Central Java Industry and Trade Service, the Semarang City Transportation Service, the Semarang City Manpower Service, and the Semarang City Environment Service.

After the implementation of the assessment session, PT Phapros Tbk has now made improvements to the DELH document according to input during the assessment session. The improvement of this document was carried out in less than 10 working days. Approval for the issuance of the DELH itself will be scheduled after the improvements to the DELH are received by the inspection team.

The preparation of this Environmental Impact Analysis is a form of commitment from PT Phapros Tbk in complying with regulations in accordance with existing business conditions. This Environmental Impact Analysis document is valid as long as there are no substantial changes to the business or operating activities. If there are changes to the business plan or development, the initiator is obliged to prepare a new document or make changes to the existing Environmental Impact Analysis. Renewal of this document is necessary due to changes in the aspects of environmental management and protection.

This compliance minimizes the risk to business continuity and incurs administrative sanctions ranging from written warnings, government coercion, administrative fines, license freezing, to license revocation. The appropriate business licensing also makes it easier for PT Phapros Tbk to improve credibility, business development, access to government programs, and ease of export and import.
